You should be vigorous, well networked and contacts with research communities, capable of sustaining a new journal in rapidly expanding or evolving subject areas including Development Economics, Economy and Society, Economics and Business, Environmental Economics, Business and Management Sciences, Human Resources, Gender and Development, Population Economics, Social Development, Socio-Economic Review, Management, Asia Pacific Studies, Education and Society, Geographical Review, Historical Review, Law Review, Political Science Review, Peace and Conflict Review, Psychology Review, Sociological Review, Interdisciplinary Studies, Physics, Chemistry, Biology, Ecology, Forestry, Horticulture, Animal Husbandry, Mathematics and Applied Sciences, Computer Science, Engineering, Mechanics, Statistics, Health Care and Public Health, Food Science, Pharmaceutical Sciences, etc. You should be able to generate support through membership and a prestigious international editorial board.
